The Role of Government in Islam

Islam believes in the principle of division of work. Not understanding this principle leads to mistakes. For example, certain things are subject of implementation and certain other things are subject of following. Administration is a subject of implementation, while the social system is a subject of following. This is division of work laid down by Islam. The political rulers will take care of the administration and establish peace in society. What will the other group do? This group must educate people. They should engage in both formal and informal education. But both these groups were merged together.

There is a tradition recorded in Bukhari: أَدُّوا إِلَيْهِمْ حَقَّهُمْ، وَسَلُوا اللَّهَ حَقَّكُمْ (Sahih al-Bukhari 7052) Give the rulers their rights, and seek your rights from God. Similarly, Jesus had said: Give to  Caesar what is due to  Caesar and give to God what is due to God. (Matthew 22:21) We need to reflect on this deeply. Islam believes in the principle of division of work. Not understanding this principle leads to mistakes. For example, certain things are subject of implementation and certain other things are subject of following. Administration is a subject of implementation, while the social system is a subject of following. This is division of work laid down by Islam. The political rulers will take care of the administration and establish peace in society.

What will the other group do? This group must educate people. They should engage in both formal and informal education. But both these groups were merged together. The government was believed to be in charge of everything. The government was supposed to implement everything. This model went against the law of nature. The concept prevalent these days is very appropriate. The government is only responsible for administration. This is very much an Islamic principle too. We neither speak of kingship nor of government. We only take the name of administration, for example, the Obama administration. This is the right concept. One of the departments is the country's administration, and the other department is the country's education and social reform. This is a different subject. This task will be performed by NGOs. NGOs are not required to wield weapons and arms. Those NGOs which have taken up arms are doing something impermissible.

Government and non-governmental organizations are two different entities. The government will run according to democratic principles. After every five years, free and fair elections will be held. This is different from kingship in which a person becomes an emperor for the whole of his life. In a democracy, after every five years free and fair elections are held. Those who are elected by the majority will get a chance to rule. Political rule doesn’t mean to rule every department of life, rather political rule is restricted to administration of the country. Other departments, such as schools, colleges, universities, institutions, mosques and seminaries will be run by NGOs. This is the division of work envisioned by Islam. This is what the Prophet had meant when he said: أَدُّوا إِلَيْهِمْ حَقَّهُمْ، وَسَلُوا اللَّهَ حَقَّكُمْ. If the rulers want tax, pay them the tax. This is your duty which you must fulfil. This is division of work. The NGOs have a certain duty and political rulers have another duty.
