عریانیت کا مسئلہ
عریانیت (pornography) سے مراد عشق ومحبت کے مناظر پیش کرنا ہے، خواہ کتابوں میں یا تصویروں میں یا فلم میں جن کا مقصد جنسی جذبہ بھڑکانا ہو۔ دنیاکے اکثر ملکوں میں عریاں مواد قانونی ممانعت کا موضوع بن رہاہے اس کی وجہ حسب ذیل دومفروضے ہیں (ا) عریاں مواد نوجوانوں یا نوجوانوں اوربالغوں دونوں کے اخلاق کو بگاڑنے والا ہے۔ (2)اس طرح کی چیز وں کا استعمال جنسی جرائم پیداکرنے کا سبب بنتاہے
‘‘Pornography is the representation of erotic behavior, as in books, pictures, or films, intended to cause sexual excitement. Pornographic matter has fallen under legislative prohibition in most countries in the world on at least one of the following assumptions:
(1) pornography will tend to deprave or corrupt the morals of youth, or of adults and youth; and
(2) consumption of such matter is a cause of sexual crimes.’’

عریانیت اب مغربی ملکوں میں انڈسٹری بن چکی ہے۔ صرف امریکا میں اس کے تحت سالانہ آٹھ بلین ڈالرکا کاروبار ہوتا ہے۔ ایک امریکی کمیشن نے امر یکہ میں ہونے والے جنسی جرائم کا سبب عریانیت کوقراردیاہے اور اس پر پابندی لگانے کا مطالبہ کیا ہے :
‘‘A U.S. government commission has issued a report linking sex crimes with hard-core pornography. The commission, headed by then U.S. Attorney General Mr. Edwin Meese, called for a law enforcement effort of unprecedented scope against the $8 billion-a-year pornography industry.’’

محکمۂ انصاف (واشنگٹن ) کےتحت قائم شدہ ایک کمیشن نے اپنی رپورٹ میں کہا ہے کہ اکثرعریاں سامان جو امریکا میں فروخت ہوتا ہے وہ امکانی طور پر نقصان دہ ہے اور تشددپیداکر سکتاہے۔عریانی پر اٹارنی جنر ل کے کمیشن نے اپنے آخری رپورٹ میں یہ سفارش کی ہے کہ عریانی کی صنعت کے خلاف کارروائی کی جائے۔ اس کی تجویز میں یہ بھی شامل ہے کہ عریانی کے قوانین کی خلاف ورزی کرنے والوں کو سخت جرمانے کیے جائیں۔ رپورٹ نے یہ پایاہے کہ عریانی کی اشاعت اکثر جنسی تشدد، جنسی جبراور نا مطلوب جنسی جارحیت کا سبب بنتی ہے۔
کمیشن کے یہ نتائج اس سابقہ کمیشن سے مختلف ہیں جو 1970 میں صدر امریکا نے قائم کیا تھا۔ سابقہ کمیشن نے کہا تھا کہ عریانی اور تشددیا دوسرے سماجی دشمن سلوک میں کو ئی رشتہ نہیں ہے۔
اٹارنی جنرل ایڈون میسی کا تشکیل کردہ کمیشن پچھلے سال قائم ہواتھا۔ اس نے کہا کہ امریکا کا بیشتر عریاںلٹریچر عورتوںکا رتبہ گرانے (degrading) کے ہم معنی ہے۔
رپورٹ نے کہا کہ ہم متفقہ طور پر اور پر اعتماد طور پر اس نتیجہ پر پہنچے ہیں کہ حاصل شدہ معلومات شدت سے اس خیال کی تائید کرتی ہیں کہ جنسی طور پر پُرتشددسامان کی قابل لحاظ حدتک نمائش سماج دشمن اعمال اورجنسی تشدد کا سبب بنتی ہے۔ نیز کچھ طبقوں کے لیے امکانی طور پر جنسی تشدد کے غیرقانونی عمل کے لیے۔
کمیشن نے مزید کہاہے کہ عریانیت کی صنعت اور منظم جرائم میں قریبی رشتہ پایا جاتا ہے۔بظاہر اس کی مضبوط شہادتیں موجودہ ہیں کہ عریاں میگزین کے کچھ حصّے اور عریاں فلمی صنعت وغیرہ، یاتوبراہ راست یا بالواسطہ طور پر جرائم پیشہ طبقہ کے ہاتھ میں ہیں۔
Degrading Women
‘‘A justice department commission has concluded that most pornography sold in the United States is potentially harmful and can lead to violence. In an introduction to its final report, the Attorney General’s commission on pornography urged action against the pornography industry, including more severe penalties for violation of obscenity laws. The report found that exposure to most pornography bears some causal relationship to the level of sexual violence, sexual coercion or unwanted sexual aggression.
The commission’s conclusions conflict with those of a 1970 presidential commission that found no link between pornography and violence or other anti-social behavior. The 11-member commission formed by Attorney General Edwin Meese said most pornography in the United States would be classified as "degrading," particularly to women. "We have reached the conclusion, unanimously and confidently, that the available evidence strongly supports the hypothesis that substantial exposure to sexually violent materials as described here bears a causal relationship to anti-social acts of sexual violence and, for some subgroups, possibly to unlawful acts of sexual violence,” the report said. The commission also concluded that there were ties between the pornography industry and organized crime. "There seems strong evidence that significant portions of the pornography magazine industry are either directly operated or closely controlled by La Cosa Nostra members or very close associates,” the commission said.’’ (By arrangement with The International Herald Tribure, Washington)
